Dear Professor Todorovich:

	I agree with the purposes of the %3National Legal Center for
the Public Interest%1 and will be happy to be a member of its
%2Academic Advisory Council%1.  I trust that the Council will
function in some way and will not just be a list of names on
a letterhead.  One of my particular concerns is that the public
need for energy
should not be represented
in regulatory proceedings
only by those who want to "%2seize upon the energy crisis
as a good excuse and a great opportunity for making some very
fundamental changes that we ought to be making anyway for other
reasons%1" - to quote Russell Train.  The energy companies
are considered to have a conflict of interest and are often
surprisingly inept.
